Ability to create custom Groups

Groups don't seem to add a lot of value right now, but this would change if https://duro.zendesk.com/hc/en-us/community/posts/16971655642132-Ability-to-make-and-edit-approval-groups-in-Duro were implemented.

Should groups become more useful, it would be useful to create custom groups. For example, this would help for organizations which would want different sets of Engineering Approvers such as Electrical Engineering and Mechanical Engineering.
