Comment Option for Change Orders

In previous PLM tools a function that I have found to be very useful is a comment button separate from the "Approve" or "Reject" options. This helps to have an discourse on the change associated with it without having to "reject" the entire change order.

  This would be really helpful to consolidate the conversation and the implementation. Right now we use a non-Duro tool to do all change order discussion.
