Allow duplicate naming of names with different CPNs across separate projects or include a pop up warning

Without allowing duplicate names, the need to enumerate a file into a long, specifically precise string gets unwieldy. For example, a part may be the exact same as another but different color paint. It is not standard practice to enumerate down to color.

Hardware get's long

simple brackets with 2 holes on each face suddenly need their hole sizes called out in the name - another practice that removed flexibility to update hole patterns through an ECO due to name no longer matching physical manifestations.

If same names are allowed in different projects, this could be a good mitigation of the issue. If the same string is discovered, give a popup to the use that it is not unique and show a list of all files which share the same name. Then let the use determine if they want to spin a new CPN for their duplicate name part or reference a part from the list.
