ECO Workflow

When an ECO is rejected to revise a component, we have to:

Reject ECO
Edit ECO and remove component(s)
Edit component to remove/add documentation to fix why it was rejected
Add component back to the ECO and submit for approval

The ability to edit the component when the ECO is in the Draft state might be a fix, so you don't have to remove and re-add the components. Happy to hear other suggestions!
